What the medical certificate attests
The certificate records a medical finding by a registered practitioner. Its acceptance depends on the signatory registration and certification.

Fitness declarations for employment visas, maritime crew certificates, and overseas university admissions require a verified Medical Fitness Certificate. Issued by a PMDC/PMC licensed medical practitioner and endorsed by a civil surgeon, the certificate is authenticated by MOFA.
The document is required for employment files, Gulf visa medicals, and some legal proceedings. Its legalisation chain follows the same route model as other personal documents, and the issuing record is separate from the attestation chain.

- A medical certificate with an error in name or dates is re-issued by the examining doctor, and the original record is not amended.
- If the diagnosis or dates are wrong, the certificate must be corrected by the issuing practitioner before any attestation step.
Central NADRA registration required; Manual or unverified Union Council slips cannot be attested. Ensure the civil record is entered in the NADRA national database before filing for MOFA attestation.

- Where the receiving authority asks for an attested medical certificate, the document is attested at MOFA and then follows the destination route (apostille or embassy).
- Gulf medical fitness examinations run through designated centres under GAMCA rules and are not the same as a general medical certificate.
