Pakistani university degrees from HEC-chartered institutions require digital authentication through the Higher Education Commission (HEC) e-Services portal. Following online verification against university records, the e-Attestation Certificate must be paired with original parchment legalisation at MOFA for overseas employment or credential assessment.
For cross-border employment, immigration assessments (such as WES Canada), and postgraduate study abroad, Pakistani degrees must be authenticated by the Higher Education Commission. Under HEC digital attestation framework, the commission verifies the academic record directly against the university database and issues a secure e-Attestation Certificate, clearing the document for MOFA and embassy legalisation.

- Original degrees and consolidated mark sheets are issued by the university Controller of Examinations following convocation or upon clearance.
- If a degree is lost or damaged, apply for a duplicate parchment at the university registrar office with an FIR and newspaper notice.
- Create an account on the HEC e-Services portal (DAS) and upload scanned copies of the degree, transcript, and Matric/Inter certificates for institutional verification.

- Any discrepancy in name, father name, registration number, or graduation year must be rectified by the university examination branch before HEC submission.
- HEC will reject applications where student details differ even slightly from the Matric certificate or CNIC record.
Match spelling with Matric and CNIC; Educational authorities and MOFA reject files where your name or parent name has spelling differences between your degree, matric certificate, and CNIC.

- The degree is verified and attested by HEC through its online e-Services system, generating a digital verification code.
- The physical degree is presented to MOFA in Islamabad for federal stamping or the Hague Apostille.
- For Gulf countries, the MOFA-attested degree is submitted to the embassy (and Saudi Cultural Mosadaqa for Saudi Arabia employment files).

HEC Degree and Transcript Attestation
HEC’s Degree Attestation System went fully online and paperless on 11 May 2026. There is no counter visit and no original to send. Your degree and transcript are verified digitally against the university record, and HEC issues a downloadable, verifiable e-Attestation Certificate in place of the old stamp.

Degree verification from Pakistan, including complete WES verification Pakistan document preparation, is the Pakistan-side work behind the Educational Credential Assessment that IRCC accepts. If you are applying through Express Entry or a Provincial Nominee Program, you need an ECA report showing how your Pakistani degree maps to the Canadian education system.
