MoHESR recognises foreign higher education qualifications for the Emirates, and the SOE registers engineers in the emirates that require membership.

- MoHESR runs its own recognition of the engineering degree through the Recognition of Higher Education Qualifications service, and engineering cells do not use the healthcare Dataflow route.
- The equivalency application is submitted through the MoHESR portal with the attested degree and transcripts.
Technical and language
- Most engineering registrations are processed on the equivalency and membership route rather than a licensing exam.
- Some emirates add a knowledge or competence check through the SOE, and confirm the current rule at application.
