What changed for China documents in 2025
China acceded to the Hague Apostille Convention with effect from 7 November 2023, and Chinese consular legalisation from Pakistan was discontinued on 21 July 2025. Pakistani documents destined for China are now legalised through the MOFA apostille, which replaces the old embassy or consulate step.
The apostille applies to documents already verified by their issuing body. A degree needs HEC attestation first, a school certificate IBCC, and a personal record NADRA. MOFA then issues the apostille certificate attached to the document.
If you started a file expecting the Chinese embassy stamp, the route changed mid-process. The old consular legalisation line no longer accepts new filings, and the apostille is the accepted route. We confirm the current requirement with the receiving office in China before filing.

The prior attestation (HEC, IBCC, or NADRA) comes first, and the apostille is the final step for China.
Apostille Attestation (Hague Convention)
Apostille Pakistan applicants obtain from MOFA is a single certificate that makes a Pakistani document valid in accepting Hague Convention member states. It replaces the embassy step that used to be required for every destination. Pakistan acceded to the Hague Apostille Convention, and it entered into force on 9 March 2023. For member states like Saudi Arabia, the UK, Australia, Turkey, Italy, and others, the apostille is now the final step. For non-member states like the UAE, Qatar, Kuwait, and Malaysia, the traditional MOFA attestation followed by the embassy stamp is still required. Germany, the Netherlands, and Poland are members but objected to Pakistan's accession, so a Pakistani apostille is not accepted there and we confirm the route per case. The apostille applies to documents that have already been verified by their issuing body. A degree needs HEC attestation first. A birth certificate needs NADRA verification first. Once the issuing body has stamped the document, MOFA issues the apostille. Pre-verified documents run 1 to 3 working days, and files that need fresh verification 3 to 7. We handle the filing and track the certificate until it is issued.
MOFA Attestation
The Ministry of Foreign Affairs is the second stamp on any Pakistani document heading overseas. After the issuing body confirms the document (HEC for degrees, IBCC for school certificates, NADRA for personal documents), MOFA adds its own stamp that confirms the prior verification. MOFA runs two routes. The traditional attestation feeds into the embassy step for non-Hague destinations like the UAE, Qatar, Kuwait, and Malaysia. The apostille route is a single stamp valid in Hague Convention member states that accept Pakistani apostilles, including Saudi Arabia, Oman, Bahrain, China, the UK, Australia, and others. Germany, the Netherlands, and Poland are members but objected to Pakistan's accession, so the apostille is not accepted there and we verify each case with the receiving office. Pakistan acceded to the Hague Convention, and the apostille route entered into force on 9 March 2023. Legal documents such as power of attorney, court orders, and affidavits, and commercial documents such as board resolutions, certificates of origin, and export invoices, run separate tracks at MOFA with their own fees and timelines. Legal papers must be notarised first. Commercial papers must be verified by the Chamber of Commerce or SECP before MOFA will accept them. Both classes are covered on this page. Personal and educational documents run 2 to 3 working days at MOFA, and legal and commercial files 3 to 5. Express service can finish in about a day for eligible files.
HEC Degree and Transcript Attestation
HEC’s Degree Attestation System went fully online and paperless on 11 May 2026. There is no counter visit and no original to send. Your degree and transcript are verified digitally against the university record, and HEC issues a downloadable, verifiable e-Attestation Certificate in place of the old stamp. The application runs through the HEC e-Services portal at eservices.hec.gov.pk. We build it from clean scans or photos of your documents, enter your academic record, upload what HEC asks for, and pay the government fee (a route-specific amount per document) online through 1-Link. The degree and transcript are separate applications with separate fees, and we submit them together so both verification cycles run at the same time. The slow step is the university. HEC asks your university to confirm the registration number, year of passing, and grades before it issues the certificate. If the university is slow, our team follows up directly with the registrar so your file does not sit idle. Most people come to us for HEC attestation because they are applying for a Gulf work visa, a Canadian immigration file through WES, IQAS, or ICAS, or a job that needs foreign credential recognition. HEC is the first step in many of these cases. For assessor files, we check the receiving body’s instructions first, because some routes use the HEC e-attestation while others ask the university to send the record directly. When the destination requires MOFA and the embassy to see the physical documents, your originals then move through those steps with the e-certificate on the file. You never send your originals for the HEC step itself. Clean scans are enough, and you get the e-Attestation Certificate the moment HEC issues it, plus WhatsApp updates at every stage.
