Is the destination a Convention member?
Members issue and accept apostilles. Non-members, such as the UAE, Qatar, Kuwait, Malaysia, Egypt, and Jordan, need the full MOFA + embassy chain.
Did it object to Pakistan's accession?
Eight states objected under Article 12(2), namely Germany, Netherlands, Poland, Austria, Czech Republic, Finland, Denmark, and Greece. The Convention is not in force with Pakistan, so the apostille is not accepted there.
Is India your destination?
Pakistan's own declaration excludes India, so the apostille route does not apply Pakistan↔India even though both are members.
