What MOFA does
A Pakistani document that is leaving the country meets its final federal check at the Ministry of Foreign Affairs (MOFA). Its attestation confirms that the signature, seal, or stamp on the document is genuine, at the federal level, which is what foreign authorities recognise. Everything before MOFA, such as a board, HEC, IBCC, or NADRA, verifies the document within its own domain, and MOFA is the step that makes it usable abroad.
Two products, one ministry
MOFA issues two different things, and the destination country decides which one your document needs.

Why the sequence cannot be skipped
The single most common and most expensive mistake is getting the order wrong. A document that reaches MOFA without its required prior verification is returned. A document that reaches an embassy without MOFA cannot be stamped. And a document that carries an apostille for a country that does not accept Pakistani apostilles is simply not valid there.
The Pakistan-side sequence for most documents runs from prior verification (board and IBCC, HEC, or NADRA, depending on the document) to MOFA, and then the destination embassy where the route requires it. Check the route for your document and destination before paying for any step.
What happens at MOFA
MOFA runs an official online portal for apostille appointments and verification, publishes the list of attestable documents, and provides electronic verification so a stamped document can be checked. Its consular services also include attestation of specific documents such as the nikah nama (marriage contract). If a document is not on the attestable list, it is handled case by case through consular services.
