Exporting pharmaceutical, cosmetic, or consumer goods from Pakistan to overseas markets requires a Free Sale Certificate confirming the goods are freely sold in the domestic market. Issued by DRAP or provincial health authorities, the certificate is legalised through MOFA.
Foreign health ministries, pharmaceutical regulatory agencies (such as Saudi SFDA, UAE MOHAP, and African health boards), and international import compliance bodies mandate an attested Free Sale Certificate before granting product registration or permitting import shipments. The certificate must be authenticated by DRAP or PCSIR, endorsed by the Chamber of Commerce, and legalised by MOFA.

- Ensure the certificate carries the signature and seal of the Director of Drug Licensing.
