Saudi Embassy Attestation vs Mosadaqa, Two Different Checks

Saudi embassy attestation and Mosadaqa are often placed in the same sentence, but they perform different jobs. Embassy or foreign-ministry legalisation checks the chain of signatures and seals on a document. Mosadaqa is an electronic certificate-verification service that contacts the educational institution and records a verification decision.

A Saudi employer, regulator, university, or visa authority may ask for one, the other, or both. The receiving authority's current checklist controls the file. Do not treat Mosadaqa as a replacement for every embassy or MOFA step, and do not treat an embassy stamp as proof that a university answered a certificate-verification request.

The official Mosadaqa service describes itself as an e-service for certificate verification of educational certificates. Its workflow includes an application, form review, contact with the educational institution, a verification decision, and applicant notification. It says applicants can follow the request online without visiting the Saudi Culture Mission.

That makes Mosadaqa an education-record check. The issuing university or institution is part of the evidence chain. The service is not a general stamp for marriage certificates, police records, powers of attorney, or every personal document used in Saudi Arabia.

The official service also says its verification decision can be used in Saudi Arabia indefinitely. That statement concerns the Mosadaqa decision. It does not mean that an embassy stamp, visa approval, professional licence, or employer acceptance never expires or never needs an update.

Embassy attestation belongs to the document-authentication chain. A Pakistani document normally starts with the authority that issued or verifies it, moves through Pakistan's Ministry of Foreign Affairs route, and then follows the Saudi receiving authority's instruction. Depending on the document and destination use, the current route may involve a Pakistani apostille, traditional MOFA attestation, a Saudi mission step, or an additional receiving-authority verification.

Saudi Arabia is a party to the Hague Apostille Convention, with the Convention in force for Saudi Arabia since 7 December 2022. That does not remove every Saudi-specific requirement. A professional regulator or employer can request Mosadaqa or another verification even when an apostille is available for the document route.

For a degree used for Saudi employment, a file can contain HEC verification, the Pakistan-side MOFA or apostille step, Mosadaqa, and an instruction from the employer or professional regulator. The order is not identical for every profession or employer, so the receiving checklist should be read before any document is filed.

1. Identify the Saudi purpose, such as employment, professional registration, study, family use, or another case.
2. Ask the receiving Saudi office whether Mosadaqa is required and which document set it wants.
3. Verify the Pakistani education record through HEC or the relevant issuing authority.
4. Use the current Pakistan MOFA and Saudi route for the destination document.
5. Submit Mosadaqa through its official service when the receiving office requires the education verification.
6. Keep every reference number and decision with the Saudi application.

• University degree for a regulated profession. Ask the regulator about Mosadaqa, DataFlow or another primary-source check, HEC, and the document legalisation route. These are separate controls.
• University degree for a private employer. Follow the employer's written checklist. The employer may ask for Mosadaqa even when a general embassy route is available.
• Marriage or birth record. Mosadaqa is not the education check for this document. Use the civil-record, MOFA, and Saudi receiving route named by the family-visa office.
• Police certificate or power of attorney. Use the document-specific verification and legalisation chain. Do not submit it to Mosadaqa as an educational certificate.

Ask the Saudi recipient for the name of the required service, the certificate type, the accepted issuing authority, the needed legalisation format, and the age limit on the document. Ask whether a Mosadaqa decision is required in addition to the MOFA or apostille step. A written answer prevents a degree from being routed through a service that cannot answer the recipient's question.

Requirements can change by profession and receiving body. The official Mosadaqa portal and the Saudi recipient's current instruction should take priority over a general agent checklist.
