Pakistan's school certificates cross two IBCC services that applicants routinely confuse. One attests board certificates, the other issues equivalence for foreign qualifications, and this reference explains which one applies to you.

The school-certificate authority

Two separate jobs sit under one commission, and mixing them up is the common mistake in school-certificate files. The Inter Boards Coordination Commission (IBCC) verifies matric (SSC) and intermediate (HSSC) certificates issued by the examination boards, which is the step foreign authorities recognise for school documents. Its second job, equivalence of foreign qualifications, answers a different question and is handled by a different process.

The choice between attestation and equivalence

IBCC's two roles serve two different people, and the first question to answer is which one you are.

  • Attestation. You hold a matric or intermediate certificate from a Pakistani board (BISE or FBISE) and need it verified for use abroad. The chain moves from board verification to IBCC attestation and then MOFA.
  • Equivalence. You hold a foreign school qualification, such as Cambridge O or A Levels, International Baccalaureate, or a madaris degree, and need a Pakistani equivalent for admission, employment, or professional registration. IBCC issues the equivalence certificate.

Applying for the wrong one is a common source of wasted time. A foreign-qualification holder who needs equivalence does not need IBCC attestation of a Pakistani board certificate, and the reverse is equally true.

How equivalence works

IBCC's equivalence process runs through an online portal. Sign up, complete the form with your educational certificates and CNIC, and follow the published requirements and rules for equivalence. The commission converts O and A Level grades to Pakistani marks, equates International Baccalaureate and religious (madaris) qualifications, and issues the equivalence certificate. Certificates and result cards that carry a QR code can be verified online.

The IBCC step between board and MOFA

A school certificate heading abroad passes its own board first, then IBCC attestation, and then the destination's MOFA and embassy route.
