Pakistan vs UAE Attestation, Where Should Your Document Be Stamped?

For a Pakistani document going to the UAE, the usual order moves from the issuing authority or prior verification in Pakistan to Pakistan MOFA, then the UAE Embassy or Consulate route, and finally UAE MOFA where included by the selected service.

The exact prior step depends on the document. A university degree may need HEC, a school certificate may need board verification and IBCC, and a civil record may need NADRA or the issuing registration office. Pakistan MOFA comes after that document-specific step.

The UAE does not appear as a Contracting Party in the HCCH Apostille Convention status table. Pakistani documents for the UAE therefore follow the UAE legalisation or attestation route rather than the Pakistani apostille route. Do not order an apostille simply because it is available in the Pakistan MOFA system.

The receiving UAE employer, university, immigration office, or authority can still impose additional conditions. The destination rule and the document type matter more than a generic country list.

The UAE Embassy in Islamabad currently describes a digital attestation service for documents issued in Pakistan. Its page says one application covers the UAE Embassy in Islamabad and UAE MOFA in the UAE. It also says the process is submitted online, but the original physical document is required for collection.

1. Sign in to the UAE MOFA website using UAE Pass.
2. Select the document attestation service and choose Pakistan as the country of issuance.
3. Enter the document details, pay the displayed fee, and submit the request.
4. An approved courier provider contacts you to arrange pickup of the original document.
5. The digitally attested document is sent by email and the original is returned by courier.

The embassy currently states that most requests take 2 to 3 business days, with courier timing separate. That estimate can change and does not include the Pakistan-side verification before submission.

Personal documents such as birth, marriage, and death certificates are treated differently from educational certificates. The UAE Embassy in Islamabad says official personal documents must be submitted in original form. It also says other documents may be accepted as originals or true copies when they have the relevant national foreign-office attestation.

For education files, do not confuse UAE attestation with an evaluation. UAE attestation authenticates the Pakistani document chain. A university, employer, or licensing regulator may still ask for equivalence, primary-source verification, or another assessment after the document is attested.

• The document was issued outside Pakistan. A Pakistani mission cannot use the Pakistan-issued route for a document from another country.
• The document is laminated, incomplete, altered, or missing the prior authority stamp.
• A medical certificate has a special instruction from the UAE mission.
• The document is commercial and belongs in the UAE commercial attestation system.
• The destination authority asks for a particular wording, validity period, translation, or additional verification.

Check the UAE MOFA application and the Islamabad mission page immediately before filing. The service can change its pickup partner, document rules, and available route without changing the Pakistan-side order.
