Certificate of No Marriage vs Marriage Certificate in Pakistan and Which You Need

The single status certificate and the marriage certificate answer two different questions, and offices that ask for one rarely accept the other in its place.

The marriage certificate proves a specific marriage, showing who married whom and when. The single status certificate, also called the unmarried certificate, the never married certificate, or the certificate of no marriage, proves the opposite, namely that the holder has no existing marriage. A person who marries abroad or remarries needs the single status certificate to show the receiving authority that no current marriage stands in the way. A spouse visa file, by contrast, needs the marriage certificate to show that the marriage being sponsored exists.

The two documents sometimes travel together. A divorced person may need the divorce certificate, to prove the earlier marriage ended, and the single status certificate, to prove no marriage exists now, in the same file. In Pakistan the single status document exists in two forms, and which one you need depends on the receiving office.

• The union council unmarried certificate. MOFA's own attestation FAQ states that an unmarried certificate or single marital status certificate can be obtained from the union council or the marriage registrar office where you are a permanent resident. The council checks the record, including the NADRA marriage register, before issuing it.
• The sworn declaration. Where the receiving authority accepts a declaration, the single status statement is sworn before an oath commissioner on stamp paper, worded to match what that authority asks for. This is the route many embassies accept and the one that moves fastest.

An affidavit of single status is the same idea in sworn form, namely a statement that the holder has no existing marriage, executed before a notary or oath commissioner. See the notary and oath commissioner service.

Destinations differ, and the wording an embassy wants can be specific. When a file is heading abroad, check the destination's requirement before drafting the declaration. The wrong wording means re-swearing it.

Pakistani pension administrations issue and accept their own no marriage certificate form, and it is not the attestation document above. Government family pension rules ask for it from female claimants, especially an unmarried daughter, a widow, or a divorced daughter, to confirm that the pension remains payable to them. The Accountant General Punjab pension requirements list the no marriage certificate in original from the widow or widower, and a 2024 Government of Sindh finance notification reiterates the no marriage certificate requirement for females claiming family pension. Railway and WAPDA pension files use their own forms, typically renewed on a set cycle, for example every six months.

This pension declaration is an administrative document for the pension office. It does not normally go through attestation, and it should not be confused with the single status certificate that embassies want.

When a foreign authority must accept the single status certificate, it moves through the same chain as other personal documents, passing through the union council record (or sworn declaration), MOFA attestation, and the apostille or embassy route for the destination.

Saudi Arabia is a Hague Convention member, so for most Saudi files the MOFA apostille covers the document after the prior steps. The UAE is not a member, so a UAE-bound file needs the MOFA attestation followed by the UAE Embassy stamp. The destination country page states the exact route. The single status certificate appears in destination files where marital status matters. The Saudi Arabia work visa page lists it alongside the degree and police clearance, and the Saudi Arabia family, UAE family, Canada family, UK family, US family, and Australia family visa pages list it where the receiving office requests it.
